Request for Proposal seeking a qualified vendor to provide comprehensive outdoor area lighting operations and maintenance services for participating municipalities on Cape Cod and Martha's Vineyard. Services include: repair, replacement, and maintenance of all failed lighting components; installation of requested lighting including controls such as dimming; 24/7 call center for outage reporting with clear municipal approval process; monthly reports and billing for outages and repairs; night-time inspections of streetlights and area lights with summary reports; hourly rates for non-routine tasks and preventative maintenance inspections; coordination with Eversource for billing and installations; emergency response within 2 hours or notification. Outdoor area lighting includes streetlights, traffic signals (including school zone signals), parking lights, and building lights. Initial term is three (3) years with one (1) optional renewal for two (2) years. Municipalities include: Barnstable Fire District, Bourne, Brewster, Chatham, Chilmark, C-O-M-M Fire District, Cotuit Fire District, Dennis, Edgartown, Falmouth, Harwich, Hyannis Fire District, Mashpee, Oak Bluffs, Orleans, Provincetown, Sandwich, Tisbury, Truro, Wellfleet, West Barnstable Fire District, West Tisbury, and Yarmouth. Each municipality contracts directly with the selected vendor and may elect to include some or all services. Services vary by municipality with different start dates (mostly 1/1/2019 with some variations), ranging from 22 to 2,433 streetlights (primarily LED with some HPS and mercury vapor), with varying interest in night-time audits, traffic light maintenance, area lighting controls, and dimming controls.
