PacifiCorp is seeking an Independent Evaluator (IE) to provide oversight services representing the Washington Utilities and Transportation Commission (Commission) for PacifiCorp's 2022 All-Source Request for Proposal (2022AS RFP). Following PacifiCorp's 2021 Integrated Resource Plan (IRP), PacifiCorp plans to conduct an all-source RFP in 2022 to procure approximately 1,345 megawatts (MW) of new proxy solar and wind resources, 600 MW of collocated battery energy storage system (BESS) capacity and 274 MW of new proxy demand-side resources by the end of 2026. The IE will be responsible for ensuring that the RFP process is conducted fairly, transparently, and properly; participating in the design of the 2022AS RFP; evaluating the risks, burdens, and benefits of each bid; providing meeting minutes and communications; verifying PacifiCorp's inputs and assumptions; assessing the bid scoring and selection process; and preparing a final report to the Commission explaining ranking differences and evaluation of the competitive bidding process.
